Police say a man opened fire into a crowd near the Randall's Island migrant shelter early Monday morning during a celebration. The shooting killed one woman and seriously injured two people. Meanwhile, the city's transportation department reports the number of overweight trucks on the BQE has decreased by thousands since weight sensors were installed.
