Azerbaijan: full sovereignty restored in Nagorno Karabakh

Azerbaijan's president Ilham Aliyev says he has restored full sovereignty over Nagorno Karabakh, after ethnic Armenian separatists in the enclave said they'd give up their weapons and agree to peace talks.
