Last week, the former UK Labour prime minister Tony Blair, and the former would-be Conservative prime minister William Hague produced a joint report calling for a British technology revolution. Some of the response to this – particularly on the populist right – was that this was the face of technocracy. Partly that’s true – and partly it’s not.
