When U.S. President Joe Biden broke with his predecessors’ reluctance to recognize the Ottoman massacres of Armenians more than a century ago as genocide, Ankara was predictably angry but much less than was expected. An obvious explanation is Turkey’s historic fear of Russia, its neighbor across the Black Sea, as indicated by Erdoğan’s embrace of Ukrainian President Volodimir Zelensky.
