The 7th round of indirect talks between the United States and Iran opened in Vienna earlier this week, and while the fact that the parties have engaged after a 5-month hiatus is perceived as positive – however, the substance and tenor are not yet showing any promise. The Iranians are trying to maximize their narrated position as the aggrieved party, due to the Trump Administration’s withdrawal from the 2015 nuclear deal and his imposition of sanctions on the Islamic Republic. The Iranian tactic is to go on the offensive and deal first with what Washington has to do, before Tehran shows its cards. That is, American guarantees that all sanctions are lifted, and no future administration could emulate Trump should precede the unveiling of Iran’s draft concessions.
