Moreover, Lamarr talks the Governor into appointing the first black sheriff, Bart (Clevon Little), hoping to cause further chaos and disorder. When Bart arrives in town, he is anything but popular. However, he soon teams up with the Waco Kid (Gene Wilder), a washed-up gunslinger, who becomes his deputy.
